There is no way directly disable Wechat video call but you Can Do It Indirectly:

  1. Go to Settings(Phone, Not Wechat)
  2. Go to apps (List)
  3. Click on permissions
  4. Select Wechat
  5. Click Off Camera(Box)

But you won't be able to take pics on Wechat, Please Remember. Normal Camera Will Work Fine.
